Golden Thread Advisory was established by Rose Cutts, a Senior Fellow of Advance HE (SFHEA) and senior higher education quality, regulatory and assurance specialist with 18 years' experience working within complex university environments. Before establishing Golden Thread Advisory, Rose held senior responsibility for education quality, standards and integrity within a large Australian university.

Rose brings a combination of regulatory expertise, strategic thinking, policy and framework development, research and analysis, and high-level professional writing to her advisory work. Her career has focused on helping providers understand what is required of them, assessing their position, identifying areas of risk, and developing practical approaches and plans for meeting their obligations and achieving their objectives.

Rose’s experience spans the intersection of regulation, quality, accreditation, governance, risk and organisational strategy.

A strong understanding of regulatory requirements, encompassing the Higher Education Standards Framework (HESF), the Australian Qualifications Framework (AQF) and the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS), and the principles of effective self-assurance.

A SFHEA and extensive experience working within complex higher education environments, with a deep understanding of the academic and professional contexts in which quality, regulatory and governance requirements operate.

rose’s experience includes:

  • Leading institutional approaches to regulatory compliance and self-assurance.

  • Working extensively with TEQSA and ESOS regulatory requirements.

  • Leading regulatory submissions including provider and CRICOS re-registrations, TEQSA requests for information and SRE responses.

  • Developing a risk-based regulatory self-assurance framework.

  • Providing centralised leadership and oversight of essential-to-practice professional accreditation submissions across 40 accrediting bodies.

  • Presiding over material change notifications and regulatory responses.

  • Providing strategic and specialist advice on third-party educational partnerships and transnational education (TNE) arrangements, including regulatory, quality, governance and partnership considerations.

  • Developing and reviewing policies, frameworks, reports and governance papers.

  • Translating complex regulatory and professional requirements into practical organisational processes for curriculum quality, monitoring, and cyclical review.

  • Providing strategic advice to senior leaders and governance bodies.

  • Mentoring and developing professional staff working in complex specialist environments.

 This experience has provided Rose with a detailed understanding of what it takes to operate effectively in highly regulated and accountable environments, and, importantly, what can get in the way.

Rose has an academic background in English and Modern History, which has shaped the way she approaches evidence, research, writing and complex questions.
Alongside her professional work in regulation, quality and assurance, Rose has a longstanding interest in history, genealogy and the stories that sit behind the evidence. This interest informs her approach to research and storytelling, and reflects a broader fascination with finding connections, understanding context and bringing disparate pieces of information together to create a coherent picture.
She brings together this humanities-based perspective with extensive professional experience in regulation, quality, governance and assurance.
